Spice Legal? It used to be I'm pretty sure...I heard the DEA banned it?

Any information on that? I had thought that it was legal if you are over 18, but as of March 1st it was banned by the DEA? But from a different source I heard that it had not been banned and kush was still legal, only certain chemicals were illegal. Any more information on this? Thanks!
