Are you allowed sell ads to businesses?

I am running for president for my school club, DECA. I have a marketing strategy that will allow my team to have enough money to go to an international trip. The strategy is sell other school clubs' ads to local businesses (for a commision of course to pay for the trip), but when there is a "no soliciting" sign. Does it mean my team and I cannot sell ads to those businesses? If not, can I still schedule an appointment with the GM (general manager) to discuss ads?
