Can I sue for this and could i win?

Okay my local deadbeat dont do nothing piece of shi!! Highway dept is doing nothing with our roads. Well my deal is a have pleaded with them to fix our road ( and my neighbors) anyways, you cant avoid the hump/metal/hole in the road. If it tears my vehicle to shi!!! or worse makes me wreck could i sue the crap outta them??? Im just tired of it
